The Basel Agreements, designed to pursue financial stability, have been instead a cause of instability, revealing fundamental analytical and operational weaknesses. The idea to define a constant capital ratio through complex statistical models implies serious dangers. A radical change is therefore necessary, starting with the adoption of circuit breakers to prevent credit crunch and the worsening of recession in Europe.

The current financial crisis was not something unexpected, a «black swan», but rather an event caused by human action and inaction, and therefore predictable and avoidable. The analysis of the role of the financial system, regulation, business models and management systems leads to point out the distortions of the dominant model of large diversified and interconnected banks, and the need for a new «institutional pluralism», with different banks and diversified regulation. Re-evaluated by researchers and consultants, and encouraged by supervisory authorities.

In this paper a particular multicriteria decision aid approach is used in order to evaluate the creditworthiness of a set of about 14,000 Italian firms viewed as potential applicants for bank loans in the 2006-2008 period. The methodology is able to consider simultaneously all factors affecting the applicant firms’ solvency level.The results in terms of scoring, classification into homogeneous rating classes and migration probabilities point out distinct behaviors – partly influenced by the crisis situation – both among the various rating classes groups and during the various years considered in the analysis.

The three buckets model developed in 2011 by IASB and FASB, which divides the loan portfolio in 3 parts linked to increasing levels of provisioning, is a compromise between two approaches. On the one hand, it overcomes the Time proportional approach, on the other it retrieves the graduality in the provisioning mechanism, in order to solve the problem of «too little too late». However, this compromise is likely to achieve opposite effects.
